docs: v0.12.5 —— 说明 Gitea 也会跑 .github/workflows，并给出关闭方式

Gitea Actions 兼容 GitHub，默认同时读 .gitea/workflows 和 .github/workflows，
光靠 YAML 没法让 Gitea 忽略。README 里补了三种关闭方式：
仓库取消 Enable Actions、Actions 页 Disable Workflow、服务端 WORKFLOW_DIRS。
